Veterans Court Phases

There are four phases of the Veterans Court Program, which all participants will follow.  This is specific to those clients engaged in outpatient treatment services.

Phase One lasts approximately 2 months (60 days) and includes:

To successfully complete Phase One:
Participants must have at least 14 days of consecutive negative urine screens, must have attended all group sessions, and complete 90% of the self-help support meetings.

Phase Two lasts approximately three months, (90 days) and includes:  

  • Meet with VTC Case Manager every other week in your home, at work, or in the office and meet with your VJO counselor and Mentor as scheduled.
  • Random urine screen: minimum of twice a week.
  • Group therapy weekly.
  • Attend Family Session (as deemed required).
  • Attend two support group meetings (one meeting must be outside of program) weekly
  • Appear before the Judge every other week.
  • Submit weekly journal entry at court.
  • Individual therapy; as deemed necessary.
  • Pay monthly program fees.

To successfully complete Phase Two:  
Participants must have at least 30 days of consecutive negative urine screens, must have attended all group sessions, and complete 90% of the self-help support meetings. Participants must be gainfully employed and/or be attending an education program (unless excused due to a disability by the team).     


Phase Three lasts approximately three months, (90 days) and includes:

  • Meet with VTC Case Manager every other week in your home, at work, or in the office and meet with your VJO counselor and Mentor as scheduled.
  • Random urine screen: minimum of two times per week.
  • Group therapy weekly.
  • Attend Family Sessions as scheduled.
  • Attend two support group meetings outside of program weekly.
  • Appear before the Judge every three weeks.
  • Submit journal entry at court.
  • Mandatory payment of program fees, court costs and court fines.
  • Individual therapy; as deemed necessary.

To successfully complete Phase Three:  
Participants must have 45 days of consecutive negative urine screens.  Participants must have attended all group sessions, and completed 90% of the self-help support meetings. Participants must be gainfully employed and/or be attending an education program (unless excused due to a disability by the team).     

 Phase Four lasts approximately four months, (120 days) and includes:

  • Meet with VTC Case Manager monthly, in your home, at work, or in the office and meet with your VJO counselor and Mentor as scheduled.
  • Random urine screen: minimum of two times per week.
  • Group therapy weekly.
  • Attend one support group meeting outside of program weekly.
  • Appear before the Judge every four weeks.
  • Submit weekly journal entry to court.
  • Mandatory payment of program fees, court costs and court fines.
  • Develop a Discharge Plan with your VTC Case Manager.
To successfully complete Phase Four, the following must be completed:

  • Last four months, (120 days) - screens must be clean.
  • Completion of all required treatment by the VA Treatment Team and the VTC Program.
  • Enrollment in an educational program, a job training program, or gainfully employed (unless deemed waived by the team due to a disability).
  • Adequate housing and appropriate support system.
